Hi,

I think going to Boston is your friend's best bet. I had to renew my
passport very quickly some years ago after winning a trip to London. All I
had to do was show up at the Boston office with my plane ticket and a new
photo. The process was very quick. They appear to have automated the system
somewhat since then with this automated appointment line: 1-877-487-2778
