[Hidden-tech] Government contracts and bidding

Jim, as I wrote in my first response, I got a contract on my very first try 
after signing up for FedBizOpps - a $200,000 project with the State Dept 
(apologies if it appears crass to say the amount, but I think it's relevant 
to this discussion to understand that it wasn't peanuts, nor was it 
millions - in any case, these awards are part of the public record for 
those who really want to know).

I've applied for a couple others, and at least one of those I know to have 
been "wired" as you call it, but through discussions with the contracting 
officer I believe my application received an earnest review, and they have 
come back to me to discuss other work, so even just making myself known to 
them had some value even if I didn't get the contract.

As I said before, I may have just had beginner's luck, but at least I know 
that it's not impossible to succeed by this route... my strategy is to 
apply only to those where I am highly qualified and competitive - I doubt 
it's worth it to go on a wild fishing expedition.
