This depends on your web server as well as your network.

For the network, the outside user needs to be able to find the server and
get acess to the web server port or ports.  If you've got a network
administrator, they should be able to tell you what is involved.

The administrator should also be able to configure FTP access with
permissions on the appropriate directories.

>From there, Dreamweaver is fairly easy to configure for site access.

can use Dreamweaver to edit the site with Dreamweaver and then FTP the
