I did a paypal cart for a nonprofit recently and was quite sure one of the paypal options does not require the customer to have a paypal account. i'm not sure if you have to pay for another level or something, but it is an option (that users don't need a paypal account). so you can use it as an affordable low volume replacement for a merchant services account.
