I think the software you mean is nvu - at www.nvu.com
I've used it on a mac and found it worked out pretty well. Though 
currently I can't get the website to come up - so for reference, here's 
wikipedia: http://en.wikipedia.org/wiki/Nvu   Looks like you can get an 
unoffical copy at http://kompozer.net/

I think it'd be a good tool to get you going and free is very nice.
