The Technical Assistance Program is alive and well, and available through your local Community Development Corporation. Based on your location, you can call either Franklin County CDC at 413-774-7204, Valley CDC at 413-529-0420, Quaboag Valley CDC at 413-967-3001, or call me at Hilltown CDC at 413-296-4536 ext 12. Business assistance is available, as well as opportunities to consult for or design websites for other businesses. See sample RFP at www.hilltowncdc.org which is not limited to consultants located in the hilltowns. Please note that most of these funds are supposed to be spent before July 30. Seth Isman, Hilltown CDC Economic Development Director.

I have seen a number of business development news stories from the state about
development efforts to grow jobs in the Mass
and most are the usual 'Get big company to moving into the state', so I went looking
to see what was being done to help our kind of business and actually found these:

Massachusetts Banking Partners Small Business Loan Program Launched
  http://www.mass.gov/?pageID=pressreleases&agId=Eoed&prModName=econpressrelease&prFile=econ_pr_smallbizloan.xml

SMALL BUSINESS TECHNICAL ASSISTANCE GRANT PROGRAM LAUNCHED
  http://www.mass.gov/?pageID=pressreleases&agId=Eoed&prModName=econpressrelease&prFile=econ_pr_smallbiz_tagrant.xml

Note: this statistic in the top one:
Businesses with 20 or fewer employees represent 87 percent of Massachusetts businesses and employ more than 1 million people in the Bay State.

Also, note that these are from 2006 - so it remains to be seen if they are still functioning.

I'd be interested to see if anyone has made use of these programs, or tried and their results.
