Windows?  You could use trial versions of Ulead tools,  http://www.ulead.com, or check download.com.

Linux?  A good start might be http://cdrecord.berlios.de/old/private/dvd-video.html.  I know there are some GUI front ends in development...

I have a DVD recording of a workshop I did. I would like to be able to
take it off the DVD and do some minor editing... add a lead in and lead
out... then re-record to DVD or even better stream it from my web site or
make it an online product  (streaming? download?)
