Ah, for some reason I was thinking of a separate phone line, but I guess
for outgoing faxes only, you don't really need a separate phone line. I
did find this, however, can't vouch for whether it is a good deal or not:

"FRS makes it easy for you to fight the spammers. Simply print the
Agreement and send it to FRS with the junk faxes you have received. You
will receive a $100.00 check for each monetary settlement that FRS
collects."

I also found this device for $99.97, which can filter based on incoming
phone numbers etc.

One note about VOIP phone service is some of them will let you set up
some sophisticated call filtering, I'm not sure what does or doesn't
work reliably with fax though. Also, it may be a coincidence, but we
haven't had any unsolicited business phone calls for over a year since
we switched to VOIP.
