I'd strongly recommend www.opensourcecms.com a meta-site devoted to
PHP-based, open-source (free) Content Management Systems.

There are over 100 CMS's listed and rated on this site.  Use the "Search"
feature (left column, mid-way down) to find the word "vote".  Almost all the
CMS's will meet most of your requirements.  Voting is probably the
distinguishing factor.  Once you've found some that allow voting,  you can
try them out on the site; they have live demos that refresh the data every 2
hours, so you can play around to your heart's content.
