I don't believe that broadband over powerline will ever make it in 3rd world countries for a simple reason. It interferes with the 3 to about 80 MHz spectrum. So called notch filters have been tried with dsome success, but notching a band of spectrum does reduce Fourier components of the signal, thereby reducing available bandwidth. The problem is 3rd World countries use / listed to / get news from shortwave radio. Some also use lower frequencies for communication since it is cheaper. Although the amateur radio community in the US and Europe has raised a fuss about BPL, the viability of it will depend on profit. Apparently that isn't there. Jim U. jim at nationalwireless.com
